Abstract: This Phd thesis is one of International Relations field, which central study object is the relations between China and the African Portuguese Speaking Countries (PALOP, in portuguese), namely: Angola, Cape Verde, Guinea-Bissau, Mozambique and São Tomé and Príncipe. Its main objective is to analyze, based on approaches and interpretations of the process of capital accumulation and exportation, the trade exchanges and investments of China in these countries, focusing on Angola and Mozambique, the largest and richest of these countries. China's relationship with this African group of countries, as well as with Africa in general, started from the period of struggles for political independence. The Macau Forum, a mechanism articulated in 2003 by the Chinese government to strengthen and intensify economic and commercial relations with portuguese speaking countries, including the PALOP, boosted and renewed the Asian giant's relations with these nations. Since the creation of the aforementioned Forum in 2003, in which China uses the Macau Special Administrative Region (MSAR) as a platform for cooperation with Portuguese speaking countries, once it was a former portuguese former colony, there has been a considerable and regular increase in both trade exchanges and investments made by Beijing in these countries. To understand the reasons for this increase, the theoretical framework used was the different Marxist interpretations those analyze and explain the dynamics of capital accumulation and exportation, including Marx himself, Rosa Luxemburg, Lenin, Harvey and others. Despite having a socialistic system backround since its founding in 1949 revolution led by Mao Zedong, the Asian giant has vigorously emerged into the contemporary global capitalist system, especially since the implementation of structural economic reforms under Deng Xiaoping administration, who replaced Mao after the revolutionary leader death. With the reforms, Beijing promoted profound changes in its foreign policy doctrine and opened itself up to global capital, attracting several players interested in its domestic market, including multinational and international corporations, obtaining from them, with the strategic implementation of Special Economic Zones (SEZ) – the know-how and necessary capital to develop its own economic and productive capacities. After achieving this goal, by accumulating a lot of capital and developing industrial capacity, Beijing adopted, in the late 1990s, the “Going Out” policy, encouraging Chinese companies and capital to find new markets in order to sell their production as well as to open up the possibilities of import facilitation of raw materials, mainly energetic one, to sustain the accelerated economic development process which the country came to experiment. Africa, including the PALOP, rich in raw materials and natural resources and which experienced a period of economic revitalization since the beginning of the millennium, became main target for the fulfillment of this strategy. These and other perceptions corroborate the thesis defended in this work, that China's relationship with the PALOP, particularly Angola and Mozambique, despite contemplating other interests, is essentially limited to meeting these challenges faced by the Asian giant. For the collection and analysis of the data that led to these conclusions, the work used the exploratory-qualitative methodology, making use essentially of bibliographic, documentary and explanatory techniques, both for the collection and for the analysis of the data/findings (primary and secondary) used.

Abstract: This thesis aims to contribute to climate studies at the local level by analyzing the interconnection between gender equality agendas and climate change in Brazilian municipalities. It adopts an interdisciplinary approach within the field of international relations, while also engaging with law, public administration, and political science. The study is structured along two main lines: a theoretical one, which explores concepts such as international regimes, climate justice, and governance; and an empirical one, through a comparative analysis of five Brazilian capital cities: Belém, Palmas, Porto Alegre, Salvador, and São Paulo. These cities were selected due to their international engagement in climate-related matters: Belém as the host city of COP 30, and the others for their participation in COP (21 – 28) and their engagement in transnational networks. The analysis employed various climate governance instruments such as legislation, plans, forums, multi-year plans, and urban development master plans (PDDU). The findings led to the creation of a Gender Equity in Climate Governance Ranking, in which the five cities were classified based on the presence of governance mechanisms and their interaction with the gender agenda. Key findings reveal the absence of a standardized model of climate governance across Brazilian cities, which develop their own structures according to local capacities and contexts. It was verified that the articulation between climate governance and gender equity is still incipient and sporadic; the decision-making spaces related to climate at the subnational level remain predominantly technocratic and male-dominated. The research highlights the lack of systematic efforts to integrate gender and climate agendas, revealing how distant climate justice remains from the Brazilian municipal reality. Thus, the thesis contributes to advancing the debate on more inclusive urban climate policies that are sensitive to gender issues.

Abstract: This doctoral thesis proposes a study of public cultural policies for Afro-Latinos&#xD;
developed by Brazil’s Ministry of Culture through the Palmares Cultural Foundation during the&#xD;
period from 2003 to 2010, which influenced cultural policies implemented in Colombia and&#xD;
Ecuador — countries with which the Palmares Cultural Foundation maintained close&#xD;
international cooperation relations. The research takes as a reference the actions formulated and&#xD;
executed by Brazil’s Ministry of Culture/Palmares Cultural Foundation in collaboration with&#xD;
the Ministries of Culture of Colombia and Ecuador. In this regard, the thesis lists the main&#xD;
actions carried out or actively participated in by the Palmares Cultural Foundation and analyzes&#xD;
them based on documents produced in international seminars by scholars, diplomats, and&#xD;
cultural activists from Latin America.&#xD;
The material analyzed also includes records of meetings between Ministers of Culture of&#xD;
Latin American countries focused on an Afro-descendant agenda in the Americas, institutional&#xD;
management reports, lectures, documents, public manifestos, and press articles. Interviews&#xD;
were also conducted with authorities who played significant roles during the period, along with&#xD;
testimonies from beneficiaries of cultural exchange projects among these countries.&#xD;
The main objective is to identify the results achieved in valuing, preserving, and&#xD;
disseminating cultural manifestations of Black origin in Latin America, as well as in&#xD;
strengthening international cooperation among these countries through cultural policies&#xD;
directed toward Afro-Latinos. To achieve this objective, the thesis innovatively integrates&#xD;
studies on International Development Cooperation with conceptual discussions about race,&#xD;
racism, culture, and identity in international relations and public cultural policies for Afro-&#xD;
-Latinos.&#xD;
Thus, the research presents a potential impact both for contemporary conceptual debates&#xD;
in the field of International Relations and for the analysis, enhancement, and formulation of&#xD;
public policies (at national and international levels) for culture, with an emphasis on Afro-&#xD;
-Latinos.&#xD;
