Abstract: This research aims to investigate the political-organizational model and operational methods of the Northeast Consortium, an experience that emerged in a context of political tension and federal conflicts, also characterized by a simultaneous economic and social crisis, exacerbated by the political landscape that emerged with the election of Jair Bolsonaro as President of the Republic. The Consortium arose with the objective of promoting the social and economic development of the Northeast Region, symbolizing a new form of political organization of the regional political-administrative elites, since it was launched as a way to establish minimum consensus around the articulation for the implementation of public policies. Recognized as a voluntary association of the nine regional governors, the Consortium had its first test in confronting the COVID-19 pandemic, an opportunity in which the governors were able to demonstrate cohesive action, resulting in the Northeast Region presenting the best pandemic management, thus lending credibility to the political-administrative organization of the Consortium.In this sense, the central objective of this research is to understand the main characteristics of the Consortium's political-organizational model and its forms of action within the Brazilian federative context. The central question motivating the investigation is whether the CNE is merely a political organization that serves as a platform for specific actions by governors within the context of the competitive brazilian federative pact, or whether it has the potential to become a regional agency capable of becoming an effective reference for regional development. This research seeks to frame the Consortium's experience within its own historical context, considering that the region has already undergone the significant experience of SUDENE as a factor in the modernization of regional elites between the 1950s and 1970s. In this sense, the research also aims to establish some differences between the two experiences mentioned, with the objective of highlighting how the distinct economic and political contexts prevailing in each historical period motivated regional elites to adopt different political-organizational models around a regional development project.

Abstract: The popularization of digital social media has brought representatives and constituents closer together in modern democracies. Immersed in these relationships, legislators and voters are exposed to phenomena unique to the politics of the digital era, such as fake news. In light of this, the present research posed the question: What factors influence exposure to and belief in fake news among the deputies of the 20th Legislature (2023–2027) of the Legislative Assembly of Bahia (ALBA)? The study sought not only to identify these factors but also to understand the role of fake news in the representative relationship. To achieve this, the research employed a quantitative methodology using a survey applied to a sample collected with a flow point sampling in the Legislative Assembly of Bahia. The survey aimed to detect the attitudes and values of deputies regarding their parliamentary activity, media consumption, and belief in fake news. The results reinforce some findings already present in the literature on the topic, such as ideological bias and the consumption of news on digital social media being central elements for believing in fake news. Additionally, the study highlights that a collectivist pattern of representation is more correlated with belief in fake news than a particularist pattern. This correlation is explained by the reverse coattail effect and the role of mayors as intermediaries in the representative relationship of particularist deputies with their constituents, particularly during electoral periods. Meanwhile, collectivist deputies are immersed in the same networks of meaning as their voters, as they use digital social environments to connect with and unite geographically dispersed voters around shared meanings. This makes them more vulnerable to digital falsehoods.

Abstract: This dissertation aims to identify how academic literature has addressed police reform processes &#xD;
in Latin America, focusing on the advances, limitations, and contextual factors shaping &#xD;
institutional transformations across different countries. A systematic literature review was &#xD;
conducted using the PRISMA 2020 protocol, selecting and analyzing studies that explore &#xD;
reform initiatives in Brazil, Argentina, Chile, Uruguay, Colombia, and Peru. The research seeks &#xD;
to systematize the analytical categories, methodological approaches, core concepts, and main &#xD;
findings reported in the selected works. The analysis reveals that, although several reform &#xD;
efforts are inspired by democratic principles such as citizen security, accountability, and human &#xD;
rights, these transformations are frequently constrained by authoritarian legacies, militarized &#xD;
policing practices, institutional resistance, and fragmented public policies. Curricular reforms &#xD;
in police academies, the creation of social control mechanisms, and the introduction of&#xD;
horizontal governance practices appear as significant developments, yet often with limited &#xD;
practical impact. The studies reviewed show that the success of reform initiatives is highly &#xD;
conditioned by contextual variables, such as federal arrangements, police autonomy, political &#xD;
and social pressure, and the role of local bureaucracies. The dissertation concludes that police &#xD;
reform processes in the region involve complex institutional arrangements, which vary &#xD;
according to the interaction between historical legacies, political dynamics, and multi-level &#xD;
governance structures. The consolidation of more democratic security models depends on the &#xD;
articulation of legal, operational, and cultural changes, driven by context-sensitive strategies &#xD;
that adapt to local specificities.

Abstract: The dissertation investigates the democratic impact of applying the theory of Enemy Criminal Law. The research examines how this theory, which categorizes certain individuals as enemies due to the dangerousness of their actions, is addressed by the Brazilian Federal Supreme Court (STF) in its decisions on constitutional review and Habeas Corpus. Quantitatively, we will analyze a sample consisting of 40 Direct Actions of Unconstitutionality, 14 Allegations of Violation of a Fundamental Precept, 6 Declaratory Actions of Constitutionality, and 1 Direct Action of Unconstitutionality by Omission. This corpus was selected using the STF’s jurisprudence search tool, employing the operator "Criminal Law," thereby narrowing the focus to judgments within the area of Criminal Law. This dataset includes all relevant judgments from 1990 to 2021, totaling 61 decisions. Qualitatively, we will analyze 73 Habeas Corpus cases from the same period, 1990 to 2021, to maintain the temporal integrity of the research analysis. The Habeas Corpus cases were also selected using the STF’s jurisprudence search tool, employing the operators "Criminal Law" and "Public Order." Based on this analysis, the study questions to what extent the STF adopts assumptions of Enemy Criminal Law in its decisions and how this perspective affects democracy and fundamental rights. The dissertation offers a critical reflection on the necessity for the STF to reject this doctrine, emphasizing that the Court must act as a guardian of the Constitution, protecting fundamental rights and ensuring that Criminal Law remains focused on the citizen, rather than the enemy.
