Abstract: The Geographical Indications (GI) offer the consumer the opportunity to purchase
products with Identification of Origin while giving the producing region the possibility
of adding value to the product and consequent territorial development. The GIs are
an intellectual property asset and are regulated nationally by Law No. 9,279, of May
14, 1996, the regulatory framework for Industrial Property in Brazil. The recognition of
a GI deals with the registration of a condition that already exists, due to the
verification of the existence of the notoriety of the place related to a product or, in the
case of Brazil, also a service. However, it is necessary to comply with the relevant
legislation, as well as the recommendations of good practices, in order to provide
better quality and safety to products and/or services and production processes. In
addition, innovation must be an ally of tradition, especially with regard to the
production of safe food. The municipality of Santa Bárbara, Bahia, located in the
context of the Portal do Sertão identity territory, gained notoriety for producing
cottage cheese in an artisanal way, presenting potential for a possible Geographical
Indication. Thus, the objective of this research was to evaluate the feasibility of
registering a Geographical Indication for cottage cheese produced in the municipality
of Santa Bárbara-BA, identifying the potentialities and challenges in the light of the
Methodology of the Micro and Small Business Support Service (Sebrae) for the
Identification of Potential Brazilian Geographical Indications. The Sebrae
Methodology is composed of 30 items, within critical and structural criteria, which
supported the construction of a Conclusive Technical Report on the possible
recognition of the GI, in the Indication of Origin (IO) modality, for the artisanal cheese
of Santa Bárbara-BA. The research was exploratory and descriptive, since there are
few studies on the aforementioned cottage cheese and on its possibility of requesting
registration for GI recognition. The approach was qualitative, and, for the survey of
primary data, field visits, conversation circles and the adoption of a Google Forms
questionnaire were carried out. Secondary data were obtained through bibliographic
search, using the consultation of various databases, institutional repositories,
government websites and legislation. Topics related to GI registration, the curd and
milk production chain, seals of artisanal products, as well as characteristics of the
municipality and the Portal do Sertão territory are addressed. As a result, the study of
the scenario of the artisanal cheese production chain in Santa Bárbara-BA pointed
out as one of the biggest challenges the need for interaction between local producers
and the COAFASB Cooperative, which can appear as a procedural substitute
capable of submitting the application for registration of GI with the National Institute
of Industrial Property (INPI). On the other hand, potentials capable of contributing to
the search for adding value to the product and the preservation of the culture and
tradition of the municipality were identified. In summary, this research demonstrated
that the artisanal cheese of Santa Bárbara-BA has the potential to be recognized as
a Geographical Indication, through the necessary adjustments and provided for in the
relevant legislation, as well as overcoming the biggest bottleneck, which is the lack of
engagement between producers and the interaction with the COAFASB Cooperative.
In view of the above, this research, among other benefits, aims to contribute to the
strengthening of the artisanal cheese and milk production chain, by stimulating the
formalization of the production of artisanal cheese and improving the quality of the
product, which may provide an increase in employability in the agricultural sector and
the incentive to public policies, such as the Food Acquisition Program (PAA).

Abstract: Collective brands are symbols that distinguish products and services on the market, linked to a collective, without necessarily being linked to a territory. However, in a city, traditional places of occupation can be identified where specific products and services are sold. In Salvador, Bahia, the Historic Center presents itself as a place of convergence of groups of formal and informal entrepreneurs, linked to a Creative Economy, in which cultural resources are seen as important assets that generate economic growth and development. The goal of the present work was to study the potential of collective branding as a strategy for enhancing the Creative Economy of the Historic Center territory in Salvador, Bahia. To this end, an exploratory qualitative study was carried out, using bibliographical, normative and documentary researches. In order to characterize the territory, a survey of the businesses in the Historic Center linked to the Creative Economy was carried out and compared with the Cultural Domains of the Creative Economy in Bahia, according to the Bahia Superintendence of Economic and Social Studies. The survey showed that most of the businesses in the Historic Center belong to Activities Related to the Creative Segment and Cultural Activities, led by gastronomy and the craftwork. It was also possible to identify the territorial assets that make up the local identity. Finally, by analyzing the results in relation to current regulations, the potential and obstacles to registration were identified, concluding that the region has the potential for a collective brand that represents the entrepreneurs of the Historic Center, with benefits for improving economic conditions through distinction, adding value, collective affirmation and visibility of products and services.

Abstract: The present work aims to investigate who is responsible for monitoring and combating acts of counterfeiting of products with a geographical indication. Since geographical indications, in addition to protecting the products themselves, have effects on other sectors of the economy, preserving the know-how and traditions of a given geographical area, the marketing of these counterfeit products and services, as if they were authentic, goes against the purpose of the institute, which is to protect the name of a place from improper use by third parties, making acts of usurpation more difficult. The TRIPS Agreement, in section 3, article 22, when addressing the protection of geographical indications, provides, in item 2 and its subparagraphs, that the signatory countries must establish legal means so that interested parties can prevent the improper use of the distinctive sign of the geographical indication, as well as any act that constitutes unfair competition. Law No. 9,279/96 (Industrial Property Law) and the INPI’s manual on geographical indications do not say anything about who is responsible for inspecting acts of counterfeiting against products with geographical indications. Not even the INPI's normative acts were found in this regard. Given this gap, this research aims to fill it by investigating who is responsible for these inspections. The research is explanatory, with a qualitative approach, using as techniques the case study on the counterfeiting of cachaça in the Abaíra Microregion Indication of Origin; documentary, and bibliographic research. Interviews were conducted with a producer and a representative of APAMA and COOPAMA, entities that handle the management of geographical indications; and with two employees of the Ministry of Agriculture and Livestock (MAPA). Based on the analysis of the primary and secondary data obtained in the research, it was possible to verify that the actions of state agencies in the face of the problem of counterfeiting of cachaça originating from the IP Microregion Abaíra do not take into account the violation of an industrial property right, but only the aspects related to the counterfeiting of the beverage cachaça. This is due to the provision in the LPI that criminal action in crimes against geographical indication is private, which grants the individual, holder of the violated right, the prerogative to seek civil and criminal liability, as well as the respective compensation for damages suffered by the usurpation of the geographical name.

Abstract: Technology Parks (PqTs) are conducive environments for the formulation, articulation and
implementation of long-term policies and strategies, aimed at innovation that, through
collaboration and interaction between the “installed community”, contribute substantially to
economic, technological, social and environmental growth. In order to be able to develop their
activities, it is necessary that the Technology Parks have clearly established governance
models, as well as that they establish strategies necessary for the fulfillment of their
objectives. For that, fundraising is essential. It requires knowledge, planning, strategies,
among other premises presented here. This Guide presents fundraising strategies for PqTs, as
well as some flaws and irregularities committed at this stage. The methodology used is that of
a basic, qualitative, quantitative, explanatory approach, through the survey of publications,
surveys, visits, websites, platforms and legislation, using the inductive method, based on
professional experience. It was noticed the absence of studies and publications focusing on
fundraising strategies for Technology Parks. This Guide does not intend to exhaust the subject
or generalize strategies and failures in the fundraising phase. On the contrary, it intends to
guide and improve efficient and effective fundraising strategies. Being aware of the premises
and opportunities to raise funds is essential. However, it is necessary to be prepared to take
advantage of them.
