The present work is the result of a scientific research carried out in the city of Lauro de Freitas, located in the State of Bahia. In that municipality, a decree was established restricting movement in accordance with the decision of the State Government, which in order to contain the proliferation of COVID-19, established circulation schedules. It is intended here to analyze the conflict between fundamental rights during the pandemic, analyzing whether there is unconstitutionality in normative measures, based on legal provisions and doctrine, in addition to the constitutional text itself. Título: Ciclo completo de polícia e sua eficiência na gestão de segurança pública Autor(es): Gomes, Diran Carvalho Primeiro Orientador: Silva, Antonio Sá da Abstract: The purpose of this article is to analyze the current Brazilian police system from the perspective of efficient public management, and the need for change with the implementation of the complete police cycle to produce better results in combating crime and reducing violence rates. For this purpose, theoretical research was carried out through books, articles, legislation, consultation on works already carried out and recent research in the security area. Through the theoretical analysis, it was possible to verify that in the countries that adopt the complete police cycle, homicide rates are lower and the rates of criminal elucidation higher than those found in Brazil, showing greater efficiency of the complete cycle to the police model adopted in our country. It is recommended that efforts be made by the competent authorities in order to analyze the possibility of reform in Brazil's current police model, contributing to the reduction of violence and crime, as well as bringing speed, efficiency, agility, economy, and other gains for both government and society.
