"Do que é teatro a Bahia": disputas por cargos e jurisdição no sertão do São Francisco (1878 - 1880)

Abstract

O presente trabalho dedica-se à análise das disputas por cargos na estrutura jurídicoadministrativa do Império, na vila de Macaúbas, Sertão do São Francisco, e suas conexões entre a política local, provincial e central durante os anos de 1878 a 1880. As disputas ocorreram em um momento de mudança política no Brasil, quando ascendeu o Gabinete Liberal com a incumbência de realizar a reforma eleitoral. Tais conflitos tinham por motivação inicial as demissões e nomeações processadas a partir da política liberal na província da Bahia, especialmente nos quadros administrativos e policiais. Além disso, colocaram em terreno as rivalidades entre as parcialidades locais, liberal e conservadora, desencadeando um quadro de instabilidade política que comprometeu as funções policiais e jurídicas naquele termo. Examinamos o papel dos agentes estatais no Sertão do São Francisco, especialmente no que concerne suas relações e inserções políticas e como isso se processou no exercício de suas funções. Identificamos que tais agentes se encontravam entre a política e a estrutura estatal, estabelecendo relações, por vezes, sem distinção evidente entre as esferas pública e privada, assim, seus interesses, sobrepunham-se aos interesses do governo provincial e central, comprometendo a jurisdição naquele espaço. Privilegiamos, ainda, a análise dos discursos produzidos sobre os eventos, tanto pelas autoridades, através de relatórios, correspondências e discursos, quanto pela imprensa.

The present work is dedicated to the analysis of the disputes for position in the Empire’s juridical-administrative structure, in Macaúbas village, São Francisco backwoods, and its connections between the local, provincial and central politics between the years 1878 and 1880. The disputes occurred at a time of political change in Brazil, when the Liberal Cabinet ascended with the incubation of carrying out electoral reform. These conflicts were initially motivated by layoffs and nominations made from liberal politics in the province of Bahia, especially in the administrative and police department. Furthermore, they placed on the ground the rivalries between the local partiality, liberal and conservative, unleashing a picture of political instability that compromised the police and legal functions in that term. We examine the role of state agents in the São Francisco backwood, especially regarding their relations and political insertions and how this was done in the exercise of their functions. We have identified that such agents were between politics and state structure, sometimes establishing relations without obvious distinction between the public and private spheres, so their interests sometimes overcame the interests of the provincial and central government, compromising jurisdiction in that area. We further privilege the analysis of the discourses produced on the events, both by the authorities, through reports, correspondence and speeches, as well as by the press.
