Instrumentos econômicos e transição tecnológica sustentável: o caso da energia eólica

Abstract

Os problemas ambientais se mostram difíceis de serem resolvidos e têm representado desafios e oportunidades para as lideranças mundiais. Neste contexto, a transição tecnológica sustentável emerge como uma possível solução para este tipo de problema. A transição consiste de mudanças na estrutura e nas relações sociais e tecnológicas articuladas no atual sistema em que vivemos, podendo representar dessa forma, a mudança nas relações entre a atividade humana e o meio ambiente, tornando-a menos agressiva. Dessa forma, o objetivo dessa pesquisa é analisar quais instrumentos de políticas ambientais estão sendo aplicados no Brasil que têm servido de estímulo para a transição sustentável. Como referência empírica foi escolhida a Energia Eólica, em função de o setor energético brasileiro ser grande responsável pelas emissões de poluentes na atmosfera e, portanto, necessitar diversificar sua matriz energética, além do relativo sucesso que se tem obtido na sua implantação. Além disso, se estabeleceu um estudo comparativo entre os instrumentos aplicados no Brasil e na China.

Environmental problems appear as difficult problems to be solved and has represented challenges and opportunities for world leaders. In this context, the sustainable technological transition emerges as a possible solution to this problem. The transition consists of changes in the structure and in the social and technological relations articulated in the current system in which we live and may represent thus the change in the relationship between human activity and the environment, making it less aggressive. Thus, the purpose of this research is to analyze which environmental policy instruments are being applied in Brazil that have served as stimulus for sustainable transitions. As empirical reference was chosen Wind Energy, since the Brazilian energy sector is largely responsible for the emission of pollutants into the atmosphere and therefore need to diversify its energy matrix, in addition to the relative success it has achieved in its implementation. In addition, it was established a comparative study of the instruments applied in Brazil and China.
