Da Imaginação à Constituição: a trajetória do Sistema Nacional de Cultura de 2002 a 2016

Abstract

O objetivo principal dessa pesquisa é analisar o processo de construção do Sistema Nacional de Cultura (SNC) no período de 2002 a 2016. A expectativa é compreender os motivos pelos quais a política foi desenvolvida pelo Ministério da Cultura (MinC) de maneira descontínua. O objetivo secundário é compreender como o SNC incorporou e desenvolveu dimensões e elementos típicos do federalismo. A premissa principal da tese é que as atuações dos atores vinculados ao Ministério da Cultura contribuíram para que a construção do SNC tenha se configurado de maneira intermitente. A pesquisa utilizou como estratégia-metodológica a observação sobre a atuação e dinâmica de interação dos atores públicos e privados, no marco de uma análise sócio-histórica da política cultural. A pesquisa de campo consistiu na realização de entrevistas com políticos, gestores, técnicos e especialistas que participaram do desenvolvimento do SNC. Também foram utilizadas fontes documentais, como relatórios e documentos formulados pelo MinC. As conclusões principais da pesquisa são: o desenvolvimento do SNC sofreu avanços e retrocessos a depender do processo de interação entre os atores vinculados ao Partido dos Trabalhadores (PT) e à alta cúpula do Ministério da Cultura; o SNC não gozou de estabilidade nem mesmo em governos de continuidade; alguns atores externos ao MinC se consolidaram como interlocutores privilegiados no SNC; grande parte das dificuldades para implantação do SNC decorreram de resistências político-institucionais.

The main objective of this research is to analyze the process of construction of the National Culture System (NSC) from 2002 to 2016. The expectation is to understand the reasons why the policy was developed by the Ministry of Culture (MinC) in a discontinuous way. The secondary objective is to understand how the NCS has incorporated and developed dimensions and elements typical of federalism. The main premise of the thesis is that the actions of the actors linked to the Ministry of Culture have contributed to the fact that the construction of the NCS has been configured intermittently. The research used as a methodological strategy the observation about the performance and interaction dynamics of public and private actors, within the framework of a socio-historical analysis of cultural policy. Field research consisted of interviews with politicians, managers, technicians and specialists who participated in the development of the NCS. Documentary sources, such as reports and documents formulated by MinC, were also used. The main conclusions of the research are: the development of the NCS underwent advances and setbacks depending on the process of interaction between the actors linked to the Workers Party (PT) and the high level of the Ministry of Culture; the NCS didn’t enjoy stability even in governments of continuity; some actors external to the MinC have consolidated themselves as privileged interlocutors in the NCS; most of the difficulties for implantation of the NCS stemmed from political-institutional resistance.
